Purchased a shop and having problems with BES Utilities

Hi, I realise this may be out of scope as it's not a residential question, but I wonder if anyone has any guidance please. I've purchased a shop (which as 2 flats above it) and the shop's energy is supplied by BES Utilities. They won't let me take over the account until I provide them with a "Surrender of lease from the outgoing tenant". The property has been empty for months and as such I don't have any details of the previous tenant. Does anyone know how I can proceed? Are BES acting within the law here? I'm happy to pay for the energy usage since I purchased the property, but don't see how any of the time before then is my responsibility.
