EPC minimum for housing association flats

I have a top floor leasehold flat in a six-storey ex-council block which is now (supposedly!) maintained by a Housing Association.

If the law changes so that all rented flats must have EPC score of C or above, will it apply to this type of flat? And if so, is it up to me or the Housing Association to achieve this?

(I'm concerned as I've had issues getting them to repair leaks from the flat roof, let alone install extra insulation etc)
