Prospective tenants rejected

I have just rejected the 18th & 19th applicant for a 1 bed room property, this time on reference checks (at least they got that far).
Normally goes after no more than 12 have been rejected, I appear to be getting people who just can not afford it.
Is it that these people are still moving (running from debt), whereas middle income are staying put unless work dictates otherwise.
Or am I missing something
