Proving nonHMO to council

I have a 5 persons related to each other wanting to rent a 3 bed house. A couple with 1 year old child and other women whose mothers are related to the father of the man of this couple. My council says upto 1st degree cousins is non HMO but GOV uk site gives examples of second degree cousins can be considered as non HMO. This house is non HMO house, as of now I have no intention to convert it to a HMO. What do members think re this family's status- HMO or nonHMO?
