Rent arrears £2688. Pursue tenant or guarantor?

Hello, a tenant has moved out owing £2688 and has not paid any rent since January.
The tenant is now working but his sister has signed as guarantor.
The tenants sister is in full time work and is in a managerial position.
What is the best way to pursue the arrears?
The tenant is a self employed builder and I am not convinced he will stick to a repaymnet plan, whereas I believe pursuing the guarantor will get the arrears paid much quicker.
Has anyone had a similar situation like this?
Any advice would be appreciated.
