Reactivation of Eviction Notice and asking for a Hearing date

A tenant has not paid any rent since September 2019. I tried to issue an eviction notice in March 2020, but was not fully aware of the revised rules, and didn't give the revised notice properly. I found out about this in June 2020, so issued a new Notice under Grounds 8, 10 and 11. This notice was served on 19/06/20, with a stated earliest Court Proceedings date of 22/09/20.

Now that the Courts are to start work from 23/08/20, I am looking to Reactivate the Notice, and advise the Court of this, asking for a hearing date.

Noting that there is a requirement for the Courts to give 21 days notice of a hearing, will I be able apply to the Court on 02/09/20 (or shortly after) to ask them to issue a notice of hearing (for a date after 22/09/20), or do I have to wait until 22/09/20 before I can even issue the Reactivation, and ask the Court for a hearing date (which will mean an earliest date of mid October, by which time he will be over 12 months in arrears)?
