Liability for services agreed by a tenant after they leave

I had a tenant that swapped both gas and electric suppliers when they entered and when they left they sent the meter readings for both services to the provider.
The property was empty for around a year, and once it was re-let I received a bill from the service provider for standing charges whilst the property was empty.
I did not enter into this agreement, and I do not recollect agreeing to the change, I most certainly sent any written agreement.
Am I liable for this as it is £200.

My thoughts are that - as I never made this agreement with the provider, then this is not my Liability, can you help me with this please?
