EWS - Difficulty getting EWS report from building owners

Hi all, I am letting out a flat in 6 storey apartment block that was built in 2004. There is a small amount of cladding on one side of the building but the lender will not allow me to remortgage without an EWS1 form. I'm a Leaseholder and this form is the responsibility of the building owners. They are saying the building complies but are refusing to get the report done or provide any evidence to support their claims. Meanwhile I'm about to revert to the punitive Standard Variable Rate on my mortgage.

Has anyone else been in this situation? How have you resolved it?
