Can I sell buy to let house before shorthold tenancy agreement expires?

I am looking to sell my Buy to Let property before the end of the shorthold tenancy agreement runs out in April 2021. I would be looking to put the house up for sale in mid to late October 2020. Am I able to notify the tenant in October and give her 3 months notice or until the property is sold, and serve a Section 21? I would be happy to pay the agency fees for her new rental, is this acceptable as they are very good tenants?
