Rent arrears in notice period

I would like advice about the following situation:- We gave our tenant notice under Section 21 on 6 August with a leaving date of 11 November. Rent is due on 1st of every month. This morning we received a letter stating that she will "not be in a position to afford the last 2 months rent at this point in time". What should our next step be?
Meanwhile, she has gone away for a few weeks and left her boyfriend living in the property. He is not on the tenancy agreement and we have never given permission for him to stay there. Again, what should our next step be regarding him?
