When is the next EICR due?

I am about to get some new tenants and got an EICR this morning. In section 6, relating to the date the next inspection is due, it says ' 5 Years or change of tenant/owner'. I did not realise that a new report was needed at each change of tenant, and expected a validity of 5 years irrespective of how many tenancies I have in that 5 year period. Please can you clarify.
