How to get a Fair Market Value when no ESW1 is available

My wife and I have a btl property (flat) with a mortgage. Ivo CGT changes we want to redeem the mortgage and gift the property to our adult child. For CGT calculation we need a Fair Market Value estimate, but our flat has failed its inspection and the ESW1 was not issued (likely to drag on I fear).
In that case what value to be give the flat if no bank will offer a mortgage on it ?
Any advice would be appreciated
