Do I need to accompany a rent arrears managment letter with the tenancy agreement?

I have recently using your template whatapped my tenant a "rent arrears without notification letter", a scanned copy. The tenant whatapped back requesting me to post it to him with a copy of tenancy agreement. Is it a must? I know this tenant is being difficult. A tenancy agreement has been provided at the onset of the tenancy back in Nov 2018.
