Guarantor request for Overseas tenants

Hello, when a tenant applies to rent a property, if they are not UK citizens, am I breaking any law by asking for a guarantor? I have had overseas tenants, when they get in an issue, go back home and leave the issues in the UK behind. Any registration of debts and CCJs is generally only UK based and doesn't effect them back home. Therefore to protect myself, if they are not a UK Citizen, I would be asking for a UK based homeowner guarantor, who I could chase for rent in the event the tenant leaves the country.
