Tier 2 and EPC and Gas Safety visits

My Gas Safety Certificate expires next week and I need to do an EPC and an electrical inspection. Flat is in London as am I and the tradesmen (2 of them) doing the certificates. My 3 tenants are working from home.
London is in Tier 2. My understanding is that workmen are allowed in to do work, including legal requirements such as these certificates. Tenants are refusing access due to govt restrictions. Who is right?
What is my liability if these certificates expire and I can't do them until covid restrictions are taken off?
