Tenacy deposit return - tenant deceased after leaving

Tenant gave 1 weeks notice before leaving due to going into a care home. Did inspection with tenants family member, all great and agreed to withhold sum due to short notice period given (should be 1 month). Tenant then passed away before deposit returned and family member is asking for payment to go elsewhere as she is not sure she has access to the deceased persons bank. Do we need proof of either executor or power of attorney to do this?
