Statutory periodic tenancy
Possession - Section 8 and Section 21

We have a tenant whose AST ended August 2019 and went onto a monthly statutory periodic tenancy. We served him a section 21 on 17th July 2020 but then realised the EPC he had when he moved in in December 2007 had lapsed. We have requested access to get another one done a couple of months ago but he denied access and has now stopped paying the rent. Would the section 21 still be valid? And we have been told that a statutory periodic tenancy is a new tenancy each month, is this correct.
