Which storage heater for the best EPC results?

Scenario is a 1-bed stone cottage with no current form of central heating. Hot water is via an immersion heater. Property was built around 1800's, so only solid sand/gritstone walls. No gas supply to the property, but does have running water and electric! Previously only had standalone electric heaters. Trying to help out a fellow landlady here.

She is considering fitting storage heaters to improve the EPC, but enquiring for advice as to which type would be best. Without internally insulating the property which tbh may be difficult due to already small room sizes, then I doubt it would ever meet a C rating, but an exemption could be applied for at that point I suppose? Just trying to get an E for now.
