When is an EWS1 form really necessary?

I have a buyer for my 2-bed flat in a block that is less than 18m high but it seems the buyers lender is insistent that an EWS1 form and survey is undertaken before they will release his mortgage funds. There is no noticeable cladding on the building and this issue has never raised its head on any previous sales in the block so I have two questions: 1) what is the legal requirement for when an EWS1 form is required? 2) is there a register of qualified and available surveyors who can undertook the assessment? Any help or advice would be very welcome as I need to sell this property and am being frustrated.
