If 4 people own an equal share of a freehold block of 4 flats

Do all 4 have to share the cost of repairs to the common areas, even if they (their tenant)doesn’t have access to the area in question eg they own the basement flat with no access to the damaged banister on the stairs leading up to the upper flats
