Tenant has caused a fire. Who pays for the damage?

A tenant in an HMO caused a fire last night. Luckily it wasn't a big fire, but we'd now like to check who should pay for the repairs to the damage caused.
We'd also like to request that she vacates the property as we fear that she is a danger to the other tenants. She has already flooded a bathroom and has nearly caused a fire previously, whilst the other tenants slept.
I know there are restrictions on evictions at the moment, but is there a formal way of giving notice that will be quicker than 6 months? We are very concerned for the safety of the other tenants in the property and also the property itself.
