Can tenant end contract during renewed fixed term AST

Tenant has been at property since August 2012, initially with a 12 month fixed term AST, but it has been renewed each year with a 12 month renewed contract, signed by tenant and landlord (no break clause). Tenant wants to move out early and has been advised by his "property lawyer" and the local council that he can move out any time by giving 2 months notice. We say he is in a fixed term contract until August 2021 so can only move out early if the landlord agrees, but can do so if he pays rent until a new tenant moves in. We think that what he has been advised only applies to periodic tenancies, but as a 12 month renewal has been signed each year, is this considered to be a fixed term contract, and he cannot move out any time with 2 months notice.
