How do proceed with claim for outstanding rent

I have a flat in Manchester for which we use a local property management company.
The flat was let as a joint tenancy to 2 single people
There was a problem that they fell out and one of the tenants moved out without giving notice.
The remaining tenant couldn%E2%80%99t find a replacement so the agents issued a Section 20 notice and the tenant left on the 13th November.
The remaining tenant continued to pay her half on the rent but the other tenant did not pay his part of the notice period resulting in an outstanding debt of %C2£1,399.
We have been pressing the agents to supply us with his email address so we could take action in the Small Claims Court.
The agents have now informed us that this tenant queried his liability to the outstanding rent. He was initially told that he would continue to be held liable.
Subsequently he made a formal complaint contesting this. As far as I understand this included some reference to the impact on his mental health caused by living with his co-tenant.
We have in the past week learnt that the agents have since agreed that he is not liable for the outstanding rent and that that liability would pass to the other tenant.
This has been caried out without any reference to us as owners and was done without any consultation with the other tenant. In fact, she is totally unaware of the current situation. The agents are reluctant to share the details of the discussions with the tenant with ourselves.
FYI the tenant who remained had been with us for a number of years and always paid her rent on the due date. The tenant who is contesting his liability was invariably late with his half of the rent.
I do not believe that the agents have the authority to waive the liability. We are obviously keen to recover the outstanding amount of %C2£1,399 and would like advice on how to proceed
