Cladding not existing - remortgage issues

Good morning. I wondered if anyone else has had theses issues. We are trying to remortgage our buy to let flat which is in an old converted school. The surveyor for valuation is insisting we get a form from the leaseholder regarding combustible material. The building has no cladding whatsoever and a small amount of decorative rendering on three flats at top of building. We both have good income and the flat is regular let and maintained. The remortgage company won’t give us a mortgage until this form is produced. The leaseholders won’t issue a form on a building with no risk. Can I challenge the surveyor and has anyone done this and been successful.
