EPIC; Does the competent electrical engineer have to belong to NIC or similar ?

Hi regarding the EICR electrical checks that have to be completed before April. The person I use for most of my electrical works obtained a degree in electronic engineering 30 years ago and has constantly worked on electrical systems. Both commercial and domestic. He also has 18th edition wiring regs. I believe his qualification is higher than the average electrician.
As the testing bodies [NAPIT, NIC, STROMA] cannot offer registrations at the moment due to covid restrictions. Can I use him to do and provide the EICR? As he clearly is competent. If it is legal for him to conduct them. what insurance must I check he has in place, in addition to public liability?
