Tenant not home for Gas Safety Check

Hi, Even though I confirmed the appointment with the tenant the day before the Gas Safety check was due, the tenant wasn't home at the scheduled time and I have now been charged %C2£30 for a cancelled visit. Can I pass this charge over to the tenant? if so can I just inform him by text and post him the invoice I have been given? I have text proof that he said he would be home for the engineer's visit.
