Hi, I have a friend who owns a house. He's allowed his mother to live there rent free and she pays all bills, council tax utilities etc. There is no written agreement, effectively he just lets her live there. There has been a fall out and now mother is saying he needs to have gas & electric certificates etc in place as he would if it was let on an AST. Is this correct?
