How to rent guide council tenants
Possession - Section 8 and Section 21

Hello any advice would be helpful
I am in the process of issuing an accelerated possession for my council tenants, I served a section 21
I did not send a how to rent guide, or receive a deposit from them. The council sent them the gas cert, eicr and epc, should they have sent the how to rent guide as well thanks
