Can the new buyer ask good, paying tenants to leave in order to house other tenants?

We own a block of 6 x 2 bed flats, nice flats only 10 years old in Rotherham with a mix of small families and couples in, one for 5 years so far, our agent tells us there is very little 2 bed accommodation in the area. All on initial ASTs and then a rolling contract. We are keen to sell the block and have a good offer from a Housing association who are asking us to issue notices to leave in the hope that some may leave before they buy in July. We have not yet accepted the offer as we have 2 concerns:
1. Morally we feel unhappy about selling up and the buyer "chucking out" tenants that pay on time and are happy.
2. legally - can the new buyer do that?
