Does it have to be the owner that is licensed?

I am preparing to apply to my local authority for HMO licences. The houses (freehold) are in my wife%E2%80%99s name and there are no mortgages. In practice I manage the houses (contracts, trouble-shooting, arranging repairs etc). Will it be sufficient for me to get a licence, since I do the work and take responsibility (there is a section in the form where you state the owner's name), or will my wife also need one? Neither of us have criminal convictions, but I%E2%80%99m keen not to have to pay for two licences!
