I recently got an electical safety report (EICR) done on a lsrge residential property that is occupied by tenants under a protected tenancy (pre-1989). The report gave an unsatisfactory result, due mainly to the age of the building and its original electrics.

A full rewire was deemed necessary by the electrician, with the tenants needing either to vacate the property and/or, at a minimum, to remove a large amount of their work gear, equipment and piled-up storage to enable the rewiring to get underway. I also got a separate electrician in to have a look and he arrived at the same conclusions.

Neither electrician was willing to give me a reasonable quote for the property rewiring until the large amount of work equipmemt and piled-up storage (across five rooms and down the stairs and hallway) is cleared.

The tenants are refusing to cooperate. Where do I, as landlord, stand on this matter, and also in meeting the new electrical regulations? Given their protected tenancy status, I assume that I cannot request the tenants to leave. Any advice or experience would be greatly appreciated.
