Tenant Refusing Entry for Electrical Test

I have a tenant who has refused my electrician to go in re the new electrical safety citification thats needs to be done.
Originally she let him in, and my electrical advised some important works needed doing. However after 3 months of trying to gain access he has now understandably said he refuses to waste anymore of his time.
We have tried many times to communicate with her over this, but she now ignores us.. (we have now served her notice)
However the questions I would like to ask please are.
1. Do i need to advise anyone she is refusing entry (she is claiming benefits, so council tenant) - so not sure if the council needs to be aware re the landlords licensing ?
(My electrician is putting a letter together to advise she is refusing access.)
2. She has been in the house for over 2 years now, so is an electrical test needed (is this test just for new tenants still?)
