Large site gas use

My brother in law has a 5 bed HMO and has had an email from his gas supplier stating that his gas use per annum is approx 75,000 kW and counts as a large site. It goes on to say that the transportation costs are higher and the daily standing charge should be 37p rather than the usual 18p for a regular domestic site. He's taken over the HMO recently from someone who wasn't managing it (and had 12 people in there!)

Has anyone else had this happen?
