ADVICE RE EICR - ELECTRICIAN NOT FULLY QUALIFIED

I have just discovered that the electrical contractor I have used for EICRs for several properties has no official qualifications although he led me to believe he was before I instructed him. He was working with a letting agent I know who recommended him. I have also discovered he has no Public Liability insurance in place this year. I have looked at one of the Reports which asks for registration no. (if applicable) which suggests he may not need these qualifications. He does say he will provide 'certificates' which I presume he means Building Regulations - can you please advise what is our position in this please.
