Tenant's bank account is "frozen"

A student tenant says he has funds but cannot pay the rent because his bank account has been frozen, so he is only able to withdraw small amounts in cash for basic living expenses. He says his bank has a 6-week review process, by which time his tenancy will have almost ended. Has anyone any suggestions?
