Can a Tenant (one of the two) be added to Tenancy agreement who in not in UK yet

I have a couple with a child wanting to rent my property. Husband is in UK now but Wife and the child does not arrive until the tenancy has started and they have a place to live. I wish to have both Husband and Wife noted as Tenants. Can I include both of them on the tenancy agreement and get only the husband to sign the tenancy now and on arrival of Wife in the UK, get her to sign it as well? Note, I have already done Right to Rent check of both of them with a share code on gov.uk website.
