Neighbour ASB case not moving forward

One of our tenants has been having issues with the neighbour next door playing very loud music day and night. His bedroom wall adjoins the neighbour's living room where the (oversized) sound system has been set up. Our tenant approached the neighbour and there was understanding at first which then seemed to be forgotten or ignored. This has been going on for 3 months now and is driving him crazy. An ASB officer from the local council was assigned to the case a month ago but it's very slow process, lots of diary / evidence keeping for our tenant. So far the neighbour hasn't felt the need to turn it down, regardless of his parents being aware a case has been opened. The neighbour's dad is renting the flat from the council and our understanding is that their tenancy could come into question. Is there any other way to approach this / speed things up and help out our tenant or the ASB officer the only way? Any advice would be much appreciated. The tenant is great and we don't want to lose him plus potentially have a flat that's difficult to let. Many thanks
