Former tenant not communicating re damage to property

I have recently taken back a property where the tenants (a couple whose relationship has broken down) have left a number of pieces of furniture along with personal effects. There is also extensive damage to the property due to a leak which was not reported and all the carpets have been damaged by cats being kept in contravention of the lease. I am advised by a professional carpet cleaner that they are not salvageable due to excessive staining and damage due to cats clawing at them.

Due to the breakdown I am trying to deal with the former tenants individually. They had left the property prior to the end of the tenancy so there was no opportunity to carry out an in person check out. I have made contact with one of the tenants and she says she has taken from the property everything she wants. The other I have tried to contact by phone, text, Whatsapp and email but he has not replied or contacted me as requested.

I will be seeking to withhold the full deposit towards the costs I will incur in restoring the property to the good condition it was in when they moved in. How do I do this if one of them will not communicate with me?

Also what do I do about disposing of the possessions left at the property?

As the lease was joint and several is the permission of one of the lessees sufficient in both instances?
