Unlicensed hmo and possession order

I have an HMO in Kingston. I never licensed it because i understood a purpose built block was exempt and I never got a definitive ruling or any corres. from the council. I am about to apply for a license but I am also in the process of trying to serve notice on one of the four AST tenants. As you can't use the s21/form 6a process for an unlicensed hmo I'm not sure if there is an alternative. Should I be looking at a section 8 or what? This is an onerous process for a simple student let like this.
