Asbestos report for property purchase

Im Stuck in a conveyance as the solicitor says the property (1 bed flat in a block converted in 2020) must a asbestos report by law. themanagement co which is run by other tenants doesn't have one - how binding is this? Can I take out some insurance to move the purchase forward?Thanks for any advice
