Can a Retired person be a guarantor, also can guarantee be shared between two guarantors?

I have two potential tenants, a couple not married. monthly rent is £1200
Individually the referencing concludes they can not manage the rent. Together I feel they can.
They have a guarantor, deemed to be good for £855.

1) Can they have a second guarantor, who would effectively cover the deficit (£345).
They don't have any one individual guarantor, who can cover the whole lot on their own.

2) They have other potential guarantors, these are all uk home owners, but also all are retired.
Is there any reason a retired person could not be a guarantor?
