How to evict a HMO tenant correctly - rental arrears, drug use at the property, antisocial behaviour

I have purchased a tenanted HMO. One of the tenants is not paying rent, does not communicate with me. Other tenants report he smokes drugs and has frequent visits to the property by "rough" individuals and homeless people. He smokes inside of the premisses, so high risk of fire as well. I think he is also a dealer. I have informed the police but they cant do much. I need to evict him asap. He is in breach of his original contract on multiple fronts. But his old contract is no longer valid as I am now a new landlord. He has not signed the new contract I have sent him, it has only his signature, not mine. Does this make him a squatter? What do I do? Section 8? 21? Both?
