Tenant that’s a hoarder what to do?

I have a tenant in a 1 bed flat that’s in a block of 6. I own them all. She’s a lovely women, works never missed a payment in 4 years but in the last 4 years her hoarding is out of control. She can no longer access her bedroom which is full as are the kitchen, bathroom and living room. I have tried to assist over the last 12 months with anything I can do including offering clearance teams etc. She accepts it’s a problem and tells me she wants to clear it but just doesn’t and clearly won’t be.

My concern is my liability if anything happened. It’s clearly a potential fire risk, hygiene and vermin threat.

I need to ensure I’m protected. What should I do?
