Can a tenant stop scaffolding being erected

A flat with parking space at front is let by AST - next door neighbour wishes to put scaffolding across front door of flat to help with their building work but this will make parking space unusable. I have offered alternative parking spaces to my tenant during this period but he is refusing and has written to builders next door saying he does not give permission for scaffold to be erected on his property. What are my options as a landlord?
