Universal Credit Direct Payments to previous landlord

Universal credit contacted me by telephone to explain that a direct payments had gone to one of my tenants' previous landlord instead of to me, leaving the tenant currently 4 months in arrears. The UC representative added that it was unlikely that I would receive that money now but that i could put a UC47 claim in for arrears which they would take from any payment due to him moving forwards, whilst in the same breath saying that, because he is now working, these payments are not likely to be forthcoming either. Any advice on who is responsible for those lost rent payments and how to recoup that will be appreciated. Many thanks
