The Smoke and Carbon Monoxide Alarm (England) Regulations have been in force since 1 October 2015.

These Regulations do not specify if alarms can be battery or must be mains-powered and, not surprisingly, this is an area in which controversy would seem to persist up until about 2019. Those with more than an academic interest in this topic MUST read on ....
