Renting Homes Act
On the 1 December 2022, nearly all aspects of renting property in Wales significantly changed due to Renting Homes (Wales) Act. Tenancy agreements changed to ‘Occupation Contracts’, succession rights, minimum contract and notice requirements changed, as well as new rules to ensure properties are fit for human habitation (FFHH).

Occupation Contracts
Private landlords in Wales can no longer use tenancy agreements when they let their properties. Instead, they must use Standard Occupation Contracts when starting an agreement.
To support members, the NRLA has produced its own enhanced Occupation Contract, combining the fixed term and periodic contracts together into one document, and ensuring that landlords have all the important clauses they need in one document.

Renting Homes (Wales) is now in force and as a result there are significant changes to most of the regulatory requirements for the PRS in Wales. We have collected all of the NRLA guidance for the new changes and these resources will be regularly updated and expanded.
Rent Smart Wales Training
As a result of the Housing (Wales) Act 2014, landlords with rental properties in Wales have been required to be registered with the Welsh licensing authority, Rent Smart Wales. Landlords who undertake any management duties for any of those properties must also be licensed with Rent Smart Wales.
We are an official provider of Rent Smart Wales Landlord and Agent courses, helping landlords and agents meet the legal requirements, with discounts on all training courses for NRLA members.
Campaigns for Wales
In using its powers, the Welsh Parliament has passed three significant pieces of legislation governing the PRS in the last few years: the requirement to register and/or licence was brought in by the Housing Act 2014; wholescale reform is soon to come into force by the Renting Homes Act 2016, and; tenant fees were banned in 2019. It has now also published a white paper on rules for “second homes”.
We are here at every stage to ensure policymakers are aware of the issues affecting landlords and that their interests are heard as we aim to make the private rented sector work for both tenants and landlords.
