David’s knowledge regarding property law is second to none and his analysis of the proposed Renters’ (Reform) Bill has helped NRLA make representation to DLUHC which has already resulted in some temperance of the Bill, with, we believe, more to come.

However, with no date yet for the second Renters Reform Bill reading, this time David’s expertise will instead turn to other legislation that could affect landlords, property developers, and those who are looking at alternative uses for their portfolio, in particular in the form of holiday lets, Serviced Accommodation and short lets.

In September, THE LEVELLING-UP & REGENERATION BILL received its third reading in the House of Lords before final amendments and Royal Assent. It has potentially significant implications for short-term rental properties (Serviced Accommodation/ Holiday Lets), planning and commercial to residential conversion.

Similarly, Government has concluded that the current Housing Health & Safety Rating System (HHSRS) would benefit from review, simplification and updating, both in operation and in the assessment & enforcement of it by Local Authorities.
