I have a house with 3 tenants on a shared tenancy agreement. two of them are now in relationships and want their partners to move into the property as permitted occupiers, ie they will take full legal and financial responsibility for their partners.

The house is large with plenty of space for them to do this but I'd like some advice as to how such a move would effect the status of the property. In short will it then become an HMO?
