I gave a tenant notice and the council have helped to find new accomodation due to lockdown the move was delayed. The council booked and paid for transport for the tenants to move out. They have left a lot in the property and were given an additional week to remove anything else they wanted. A week later they did not turn up to handover the key. The told me on the phone the key was in the hanging basket to let myself in.

I had drafted a letter for the tenant to sign to say the remaining property could be disposed of. As the tenant did not show but did return the key is this the end of the tenancy and can all remaining property be disposed of?

Due to the amount of stuff left and the state of the property the council have agreed to clear the property but are saying they want the letter signed by the tenant to clear the property.

The council stopped paying rent as the tenant has a new property and I have a rubbish tip remaining. What can I do?

The property and garden contain clothes, household items, rubbish and recycling, about 3 to 4 skips worth in total.
